This is precisely the distinction we (as academics in New Zealand, a country
where everybody else is a long way away from us) often need to make. When we
get applications for positions, we can usually split them into two (three?,
see my .sig) groups -- those that wish to come to us, and those that want to
leave where they are, precisely the distinction drawn by John above. (I
leave it to your imagination to decide which group we concentrate on.)
